some test for crate delay_timer

here some test for delay_timer,also used for sample.thanks @BinChengZhao

this script utils must run in this directory,tester.

• test_script.sh is samples for runner.

• monitor.sh is for monit memory usage,but only for this test program,because it only monit process named dt_test,which is given at Cargo.toml
